To start, id like to say I already have a web developer, but I am asking here to see if his estimate is accurate.

a full featured, advanced CMS could run over $30,000

In that case, you're probably looking at $4-5,000

Man... I see how people can get hosed on this sort of thing...
Kingtoad gives him a link to a free CMS, the next step would be to follow that link and see if it offers everything you require for your website you want. If it doesn't, ask a specific question in here like "can drupal process credit cards?" and then someone would say "paypal would be easier to setup" Then say hey I just bought a domain name and some hosting at liquidweb.com. Guess what? you click the mouse 3 times and you can have the latest version of drupal installed for you automatically. now you just configure that install, if you can't do that it would be much cheaper to have someone just "configure" it for you. but if you want to edit the content and really be in control sit down for a couple weeks and learn the basics of editing the content in drupal.

If you are talking about having your developer creating a whole new CMS
    that is ridiculous.

There is no need to reinvent the wheel when there likely superior products out there available for free. ie. Drupal

If you are talking about how much it should cost for a developer to develop a website out of an available CMS (read: Drupal) then I have no idea and can't help you.

    Drupal

if Wordpress does everything you need.. that's the best one.

if you need more power/features.. Drupal.

I do custom CMS's for this purpose for around $1000 depending on the complexity.
