dont worry about target heart ranges. Aim for atleast 4 - 5 days a week at a high intensity. Slowly build up. If you have been immobile for some time then I would suggest slowly easing into it. Remember, the running is not losing you the fat, its your diet, or more specifically how far below your maintenance level of calories you are. I suggest a healthy diet rich in lean meats, grains and fruit and vegetables. Small portions are generally a good idea.

Oh god, the "start burning fat" bit. Pfft. Watch your diet, do your cardio, do your lifting.

Hold on a I have been doing HIIT training for 4 months now. My diet is good and I started to lift again. I wanted to just do light runing at a low hart rate to keep my muscle but lean me up.

'leaning you up' will be determined by caloric deficit and not by the specific heart rate you maintain during cardio. Running just burns more calories.
