I've been told that military members are allowed to travel around the world for free when they fly on planes that land at military bases? Where do you go to get tickets/slots on such flights? Or did I just fall for some sick joke?

Yes this is true. Its called Space-A travel. You are able to travel aboard USAF planes as they fly between bases. There is some minor paperwork involved usually and you need your military ID (of course). Dependents can also travel with you. Search for the base your trying to fly to/from and look for the space-a terminal phone number to call and get info. Sometimes they will give you flights going out that day but usually you have to go in and talk to them to get times etc...

I believe it's only 24 hour to 72 hour advanced notice of flights and that's it.
