WEB How do you view PHP pages on your computer?

    So I need to edit and view some PHP pages with out installing apache or any webservers. Apparently it is working but why do my php files still open up with weird code???

    It still doesn't open. Xampplite works and it's page come's up but wtf...

    I keep getting:

    ".base64_decode($evalue) . "
