is there a way to fax something without the need for a fax machine?

    Yes, obtain a faxing software.

I recommend WinFax Pro. Awesome piece of software by Symantec that allows you to do exactly what you want above. Fully configurable.

does this utilize a fax number mode of communication? or is this fax sent out like a datafile through the internet?

It can do that, but you need a broadcast fax service to translate your emailed fax to real fax numbers. But fax modems are so bloody cheap now - I've got half a dozen if you want them!

Well, WinFax Pro will allow you to either email the fax to a broadcast service (such as eFax), or "print" to your modem. You take a word document (for example), select print, select WinFax as the device, and a window will popup and allow you to enter the number.

Then the document will go out via your fax modem.
