1 bright focused hard light behind subject at night time and with a little smoke in the air (have the driver burn out and smoke it up a little before shooting), then post process to the color you want. Pic would look badass in blue too.

hard light plus smoke. you need smoke to keep the light visible.

No, you don't have to see the light device, just the light rays. As for camera settings, there are too many variables to consider but you know that:

    A. You need a fast enough shutter speed to insure no motion blur (or shoot with a speedlight or studio light but I'm guessing you don't own one)

    B. Aperture needs to be small enough to ensure sharpness throughout your intended depth of field. In other words.

    C. In other words, Get a big ass light, (500w or higher) add some smoke, shoot it at f/8 at 1/125 sec at ISO 800 and you'll be golden.

though don't necessarily use f8, 1/125, 800iso... that's just an example. hell, just use aperture priority, go to f/8, iso 200 w/ a tripod, bright ass light + smoke. let the camera do the rest... and don't fuckin move.
