I've been doing a lot of tricep extensions (standing, over-the-head kind) with dumbbells and have gained a lot of strength (went from ~15lb DB's single handed to 30lb, went from ~30lb DB's two handed to 75lb DB). #1 has gotten quite big, but #2 is pretty much the exact same size.

How do I hit that part of the tricep more?

Alot of that is going to be genetic. You are hitting it with pretty much any tricep exercise, but try some close grips, rack presses, and dips.

That muscle shows through pretty decently for me right now, but it just hasn't gotten any bigger. I do close grips already, but I don't do rack presses or dips (I'll do dips today at the gym). What is a rack press exactly? I'm guessing I lay in the rack and do a press with a barbell, emphasizing only the upper portion of it.

You aren't big enough to worry about which head of the tricep you're hitting, just pick a few exercises with the humerus in different positions

I'm pretty sure that's the point of the site you got the picture from. It should give you a list right beside the picture...
