    it's not ideal, but you could underexpose during capture, and just bring the exposure on the guys and raft up in post.

    Fill flash helps, but ultimately don't shoot into the sun, or if you're just capturing a moment for personal reasons don't sweat it.

    As long as you are not shooting into the sun on your posed shots, I don't see a big problem. You can't force moments worth capturing to happen with the sun not facing you.

    try exposing for the water and using a flash to fill the people/ raft

    That'll be pretty hard given how much the water changes shape and reflects light. :o

    Knock down the aperture by three stops and you're good to go.
