Boot from Win98 floppy. Format c: /q. x: (where x=cd-rom drive letter). setup

The easiest way would be to do a fresh install of another OS. During the process you'll be able to format your drive and get Win98 out of there.

    1. Insert new OS disk.
    2. Reboot.
    3. Follow directions.

    Assuming you're installing Win 98:
    1. Insert Win98 disk and start the setup program.
    2. It'll tell you that you already have an OS installed and ask what you want to do. Say quit.
    3. Run fdisk and delete all your partitions. Then create a partition that takes up the whole disk (or partition however you want if you have a plan for that already).
    4. Reboot and follow through with the install.
