How can I view or delete this file?

    There?s one file I found I cannot delete. If I go to C:\WINDOWS\Cookies, I see an icon that says Index on it and at the bottom it says 160KB and ?restricted sites?. When I tried to open it, it said that another program was using it. When I tried to delete it, I couldn?t. How can I read or delete this file?
    C:\WINDOWS\Cookies\INDEX.DAT

    You can't delete it unless you are outside of windows. I believe it's not necessary anyways to delete that file.. You just had to get rid of the files that were inside that directory leaving that one out..

    You mean I could delete it if I was in MS-DOS?

    Yes, as long as you didn't boot into windows first (ie just went to the dos prompt).
