You can change the CD-ROM's letter under 98 but hard drive's letters are assigned before Windows starts. You're stuck with C and D. NT based system can change hard drive letters, but not 9x.

Ok then. Would you happen to know how to make me E: drive (the cd drive) available in dos when i type E: in it? When i do this dos just says that the drive is invalid and does not exsist, do you know how to change this?

gotta have the cdrom driver loaded in config.sys and then have autoexec.bat initialize the drive. can't remember exactly how it's done, but if you make a boot disk in '98, the autoexect.bat and config.sys files should contain that coding.
