...Tony Rumore of Tromix allowed to build fully auto weapons? I've seen his (think it was his) full auto S12s on YouTube.

Now, I'm pretty sure they don't come full auto from Russia. I'm pretty sure he's not Mil/LE. They probably weren't built before 1983 (or whatever year it was), so that would mean he's probably converted them in some way.

This question doesn't just apply to S12s, but guns in general. How is he allowed to build such cool things, and we are not? Special license to manufacture or something?

As manufacturers, they probably have a Special Occupation Taxpayer (SOT) exemption from the ATF (or some sort of firearms manufacturing license) that lets them manufacture full-auto/SBR/AOW/DD/etc weapons and posess "samples" that would otherwise not be allowed to the general public. Whenever they lose the SOT designation (close up shop, stop working for a manufacturer, somehow displease the ATF, whatnot) , I imagine they have to sell the goodies to someone qualified to posess them or hand them over to the ATF.

Someone else more familiar with the matter ought chime in with the actual facts.

You also would have to show that you are selling to LEO or .gov most likely.

If you have the proper manufacture license for the item you're building, you can build whatever you want. For machine guns, they have to be sold to dealer with demo letters, destroyed, or turned over to the ATF.

I wonder if building an AR and selling it for $100 to local PD would count toward the .gov/mil sale requirement...
