Set the boot order in the BIOS so that the CD-ROM is first. You can get into the BIOS settings by hitting delete or F1 or something right when it starts to boot.

To install windows 2000 you will have to format your computer and start fresh. As Pengiun Man said, when your computer boots up and performs a memory check press delete (might be F1 or another command) and then in the setting change the first boot device to CD-ROM. When you restart the computer it will then look for a CD, inwhich case it will find win 2000 and will load the installation.
