When I my main Hard Drive is plugged in to the PCI ATA 133 controller, the system performs pitifully (sound & mouse skips on CPU spikes.) This does not seem to occu when I boot to Win98. The problem also does not occur if I plug my main drive straight into the motherboard

Try updating the driver on the Promise card. Also try moving it to a different PCI slot. Sometimes things don't like sharing IRQs and moving it to a different slot helps.

make sure you have DMA enabled for the card, that will make all the difference in the world.

Theres no DMA on a card like that - The drives get detected as SCSI
