Why a semi for hunting or target shooting? You could go with a Savage FP10 in .223 or .308.

if you don't want an AR or something like it.... then I'd say go bolt-action.

Well that narrows it down to...

Zero. Good luck in that quest.

When you say "AR or AK or anything like that", I'm assuming you mean a military style rifle?

a bolt-action does not become "tactical".

and if you want to build a tactical .223 then you're a fucking idiot for not getting an AR.

So you don't want a military style rifle like an AR but you want something that can eventually become a tactical rifle. That doesn't make much sense to me.

I think he's afraid of what people might think of him when they learn that he owns an "high powered, military, assault rifle". :mamoru:

    Not really...

A good quality scope is going to cost as much if not more than your bolt action rifle.

An AR can be had for well under $1,000.

And a built up .308 would as much if not more. "sniper" rifles can cost $5k-$10k.

I was looking at a savage FP10 until I handled a Tikka... The action was so smooth. I would recommend a Tikka over a Savage.
