I was able to setup Apache on RH9.0. I can see the "Test Page" when i load the address.

Now which file is the actual web site? My Prefix is /usr/local/apache

I try to edit /htdocs/index.html.en but when I do, it does not change the web site.
Which file am i supposed to be changng? is there something I need to change in httpd.conf?

Your actual http directory is /usr/local/apache/htdocs/. You need to modify index.html, NOT index.html.en. Also, if you make additional users, a www directory will be created under their home directory, and you could also use that instead of your htdocs directory and you'd be able to access that through www.yourdomain.com/~username.

But, yeah, you're modifying the wrong file. It needs to be index.html, not index.html.en.

If you're still having problems, try restarting the service...
    /usr/local/apache/apache1 stop
    /usr/local/apache/apache1 start
