My drive is starting to fail, is there a way that I can copy everything to the new drive without having to reinstall anything like the O.S. If so what program do I need? I assume that a copy and past from windows will not work.

i would highly recommend re-installing windows. The easiest way to do that would be to pull out your old drive, put in the new, install windows, then throw your old drive in as a slave, boot into windows, and copy all your data over

I would reinstall as well but there are times when you just want the shit off the drive yesterday. Basically you want to use Ghost by Symantec. I'll be honest and say I don't buy a LOT of software, but this one deserved my money. Buy it, use it, love it.
