    I live in California and I wan't an M4. I have a friend who bought his pieces and assembed it himself, is it easy? The ranges around me don't hassel you as long as you don't mess around. How can I go about doing this? Is it easy? Is their another way?

    Calguns.net will give you all the info you need on making it legal and AR15.com should help you with the assembly. But to clarify you wont be building an M4, you will be building an AR15 that complies with SB23 and the High capacity magazine laws. So you will either have an AR15 with a fixed 10 round magazine or an AR15 with no listed features such as the pistol grip, telescoping stock, flash hider, etc but with a detachable 10 round magazine.

    Edit - another way is to buy either a Keltec SU-16 or Ruger Mini 14 if you want a semi-auto 5.56. Or simply move out of CA.

    So how do these guys I talk to at the gun range have Ars with the standard 30 (or whatever it is) magazine?

    If they had them before the ban the could keep them legally, or they are LEO's.

    you would need proof you had them before the ban. or you can buy 'preban' magazines which have the date they were made stamped on the mag body. then, just grab yourself a PO box in nevada, and have them shipped there and pick them up.

    Unless he is a LEO or was only replacing part of a legally owned high cap mag he committed a felony.
