Who makes a good .22lr bolt-action rifle that comes where it can be upgraded in the future for me to use in the small-bore rifle matches? (Guy I talked to said for the rifle comps I'd want a rifle that can do around 1" at 100)

Wanting a rifle that's cheap to shoot to practice with in different positions at the range.

Depends on what you want, but say from $700 to well over $1000 for the match/competition models.

especially the whole bolt-action part. 10/22 fits that part of the bill with flying colours.

So there are no bolt-action .22lrs that can be upgraded in the future to be more accurate?

eh you could get something like a remington 504 but besides an aftermarket barrel you arent going to find many upgrades for it. Anschutz is probably your best bet.
