    I want to get a P90 barrel for my PS90. That makes the gun shorter than the legal limit so I need to get a permit (or so I was told) and nobody in my county has a fucking clue what an SBR license is.

    has anyone done this before? I have called the probate court and local sheriff's office.

    It is NOT on a form 4 if you already own the firearm. It's on a Form 1, an application to MAKE an SBR. As Shay stated, there is no license. It's a tax. If you absolutely must have someone sign off on it, there are lots of options. What counts as a CLEO is very broad, including not only the obvious chiefs of police and sheriffs, but also DA's, certain judges, certain GBI agents, etc. I suppose the president of the US would ultimately count as THE chief law enforcement officer. I'm not sure.

    Anyways, if you want to bypass all that, you can form a corporation or a revocable living trust. The trust or Corp. purchases or makes the firearm, you are an officer of the corp. or an executor of the trust, which makes you able to possess the firearm. There are no CLEO signoffs, no fingerprint cards. You just send it in with the $200, and it comes back faster than if it were signed by a CLEO. There is the additional work of forming and/or maintaining the trust or corp., but that's up to you.

    What in GA defines CLEO, legally? I'm trying to find a place to start looking in NC for the same wording. Otherwise, it's a trust for me.

    if it's outside of the city limits then you're outside of their jurisdiction so obviously the chief of police wouldn't be your man. the sheriff of the county you reside in would be.

    Whoever has legal jurisdiction over your place of permanent residence. It branches out from bottom up. For judges Ive heard they have to be able to hear felony cases and sentence at least a year of jail time.

    Its a Form 1 (for what you described in your initial post), and I have never had any problem acquiring signatures for the Class 3 goodies I own. What county do you live in??

    Yes, form 1 if you're DIY. If it's already SBR before you aquire it it would be form 4.

    Also make sure you don't possess both the SBR lower and the barrel itself :o

    Constructive intent FTL. If you're going to buy them both at the same time, leave them at your FFL until the approval to build comes through. I'd wait to buy the upper/barrel (whichever you're doing) until the approval was in my hands.
