A rebuild kit is a disassembled magazine.

you can buy them as "kits" to fix "broken" magazines

you buy a "kit" which is a disassembled magazine

For states with hi-cap bans, you can't sell an assembled mag but you can sell rebuild kits with which the buyer can rebuild a legally-owned pre-ban mag or pin to make compliant.
