Fuel pressure problem (mechanical pump + holley carb)

    Well, my car runs again, but has the same bogging issue. To recap basicly it bogs HORRIBLY at any rpm below 2500. The carb has been tuned by a pro. and he said its the "best he can get it". Everytime the car shifts gears it almost stalls.

    Well today I replaced the shady non-fluid filled fuel psi guage with a nice holley liquid filled one. My guess was confirmed. My fuel pump is pegging the guage at 15+ psi. This out of a holley mechanical pump that is only suppose to put out 7psi! Needless to say Im either going to have to replace the pump or install a regulator (right now I'm leaning towards regulator). Am I right thinking that the carb should have about 4-6psi, and 15 psi being forced into the carb could be causing its excessive bogging/rich issue?

    The gas was blowing right past the needle and seat and dumping into the engine.
