What is the best program(s) to do the following:
Custimize Desktop (change layouts liek start menu, task bar etc)
Speed up my computer on start ups
Watch tv (i have a tv tuner card just dislike pos program that came with it)
Speed up my computer in general
burn cds and dvds (using windows media player for now and nero if i find the cd)

nero is what I use for cds.
    windows media-center for TV.
    manual modifications for speed.

If you are concerned about speed, using complex themes to customize your system are counter-productive. Do you want something fancy, or something fast?

I googled some manual things but they were either too confusing or i couldnt exactly figure out what it was asking. Any good guides?
Im not to concerned about speed but i know there are alot of little things that can help a little bit just dont know how to do them.

Ill lookinto windows media and try to find my nero cd for now.
    Thanks

Any more suggestions would be nice.

If you have 516ish ram, that means you have 512mb. You need to
    add 512mb more.

Once you do that, but not before, you can download royale_noir for your toolbars,
and objectdock as a decent shortcut loader - both are free.
    (see my screenshot for both)

    Royale Noir
    http://www.softpedia.com/get/Desktop-Enhancements/Themes/Royale-Noir-Theme.shtml

    Objectdock
    http://www.stardock.com/downloads/

In the objectdock, I have the start menu, my computer, time, recycle bin, firefox,
temperature, google, wordpad, folders, and an rss feed.
You can add just about any computer shortcut in there.

Once you get the extra 512mb of memory, bump this thread and I'll post
a walkthrough for each of the two programs if you're interested.
    (they're pretty easy to use)

The royal noir download comes with 3 themes. I use the Royale one.

Both of those themes will run perfectly on your build, but like I said you want more memory before you install them. They don't take a lot of memory, but you're practically at the minimum for XP as it is.

Given your apparent lack of experience, I STRONGLY advise doing several weeks of hard reading online about the options at your disposal, and how to do them right. Make up for lack of experience with an overload of knowledge, so you're less likely to end up in a situation that you can't figure your way out of. Screwing with system internals is like walking through a bad neighborhood at night -- step off the sidewalk or turn down a dark street and things can get ugly very fast.
