My buddy's girl is in the National Guard (Ohio) and she turned down an E5 promotion. (She felt she was not ready) She has orders saying she was promoted and also orders taking away the promotion when she declined them. She never was pinned nor did she get paid E5. Come to find out a few weeks ago, she recieved an very poor, very very poor NCOER. She was rated for a period of six months as an E5 and the NCOER just blasted her. They only gave her two bullets in each block and they didn't support the ratings they gave her. And get this, THEY FORGED HER SIGNATURE on it. She found this out and is pretty irrate. She wants to go to JAG and IG but she is afraid her Chain of Command and NCO Support Channel will retaliate. She says there are alot of cliques and that they don't like her. I told her she should go to her Squad leader first and if nothing is done the first week she should go to JAG.

    Any thoughts?

    A. You do not turn down a promotion.
    B. You do not turn down a promotion.
    C. You do not turn down a promotion.

This is a slap in the face to the service you are in and it shows you are not willing to be responsible.
    You will get flamed.

She may have a case with the forged signature.

I know a guy who decided to turn down testing for E-5. He also received a horrible EPR.

This thread needs an IG officer STAT!

I'll dig and find the number for the IG for the Ohio Nat'l Guard first thing in the morning. Way I see it, there are two main issues. The appeal of the NCOER and the forging of the Document.

Recommend command involvement as does the Army:

    http://www.erec.army.mil/ncoer/NCOER_Appeal_Guide.htm

In essence an IG is going to do the same thing only they're going to catch the attention of the responsible command a little better. If she's got this issue at the Platoon level then the Company Command needs to be made aware. IF it's at the company level then the Bn Cmd needs to be made aware...etc etc.

Additionally she needs to be aware that reprisal is never permitted in the Army (not the exact reference but it shows Army relevancy)

    http://www.wiesbaden.army.mil/sites/commander/cp8-5.asp

If she would like she can file her complaint through me and I'll refer it to the appropriate IG office.

thats because you are navy. The best rank in the army is e-4. However I would never turn down a promotion either

If she wasn't ready to be promoted, then why did she submit her 4100?

Yup, Being an E-4 is awesome. But in all honesty, you don't turn down E-5. That's the last thing you wanna do. People here are taking advantage. My MOS is being deleted, so our points dropped to keep people in. So I'm already trying to go to the board and get my promotable status.
