i'm pretty sure it's not. after all, it's scary-looking. can't let the citizenry own scary firearms.
seriously, i don't think it is, because of the pistol grip and detachable mags and semi-auto.
Standard FAL variants can be legally sold if the pistol grip isn't attached. California legal FAL's can be made by having a "fixed" magazine and a loading system with stripper clips.
In reality, all you need to do is change out the dust cover and magazine release and you have a normal FAL.

Yes, you'd need to find or modify one so it does not have either the pistol grip or the removable magazine. Then it would be CA legal.
