I haven't been able to gather much. I am resting for 60-90 seconds between sets, but only because that's what I was told to do. Why am I resting for this specific amount of time? What difference does rest time make in your progress/work outs?

usually longer rest periods for max effort type lifts, and shorter rest periods for speed lifts

not really... but my training is similar. I've been working in low rep days and speed days, so in a way it's sorta like WS

While I only started playing with rest times only recently on volume days I rest a minute... on heavy days I rest at least 2 minutes. The 2 minutes seem sufficient especially when doing less than 5 reps. May change if i'm really maxing out.

yeah, i would tend to think this happens for me, but i dont know why, i say just rest until you think you can do another set.
I dont time it or anything
