    Here is the error the sender gets:

    You do not have permission to send to this recipient. For assistance, contact your system administrator.
    <MAIL2K3.autosplice.com #5.7.1 smtp;550 5.7.1 Requested action not taken: message refused>

    He can send to other users in our office, but to one particular user it gets rejected. Is it on our end or their end?

    There is an Exchange option to restrict who can send to certain distro lists and mailboxes.

    So it sounds like its on the senders side then? Because other people from the same domain can send to us without issue.

    If that person is trying to send from another org box other then their own, they might have lost rights to it. I have that problem at work now and am still waiting cause our help desk got moved to another base. I get the exact error.

    It says the recipient's mailbox is refusing mail from that sender; the problem is most likely on the recipient end. If it's Exchange, look under Delivery Restrictions.
