Apparently there was an update done which now has CD drive, any external hard drives, thumb drives, or anything else like that not accessible.

Now I guess domain users were added to the group permissions and users can access the info but all of these are still blocked while using administrator or root accounts.

    Anyone have any ideas?

Are local admins (like the local admin account, not domain admins) and/or domain admins affected? Sounds like the restrict drives option was turned on for anything above C: but the question is where. If local administrator accounts and domain admin accounts are affected then the problem is with a local GPO or applied security template. If only domain admins are affected then it's probably in a domain level GPO.
