My carpets in my car are wet with salt and melted snow all winter long. Will this do any damage? Every two weeks or so, I shampoo and vacuum, but they don't get dry until the spring.

Other than the dampness leaving an odor and allowing the dirt to be more easily ground into the carpet, i dont see any problems, i hate the winter because of this, im thinking of buying some plastic to put down to protect the carpet under my floormatts.

As long as you regularly vacuum then deep clean the mats in the spring, you should be okay.
