It is the Deora, a full-sized replica of a Hot Wheels car. It was built specially for the 35th Anniversary of Hot Wheels. It is currently located in the Pedersen Automotive Museum in Los Angeles.

GM had ZERO to do with it.

I don't know about 'other' GM stuff but you are correct on the Northstar engine. The reason I said Dodge should do it is ...
Dodge built the original Deora concept (1968) which is where Hot Wheels got the name (and basically the design) --- This blue thing is Hot Wheels - "What would it look like now?"
The only reason Foose used the Northstar is he wanted V8 and it was the best V8 suited for the purpose

The front-wheel drivetrain was taken from a Deville DTS the rest of the vehicle is custom.

I saw it last month at the Peterson Museum. In person it is actually pretty cool as a show car. It should never be production, but as a "toy" it was fairly cool to look at. I preferred the 1:1 Twin Mill thou.
