I just checked my account and for one of my sites with a lot of pages the sitemap.xml only contains 16 pages. Should I create a new one and resubmit it?

No, shouldn't need to. In the webmaster tools you are just showing google where the file is at. It will automatically spider it every once in a while.

But you should be sure to keep your actual sitemap up to date as you add new pages...

How did you make the sitemap? Some of them (like wordpress plugins) will automatically update the sitemap on the actual site when you add pages and such. Other times if you did it manually you will need to continue to update it if you want it in there. Just keep the file in the same place and it should be spidered eventually.

I create my site map here: http://www.xml-sitemaps.com/

And upload it to my website through cpanel's filemanager. So all i need to do is update the file on my website and then next time google comes through it will see the updated sitemap.xml, right?
