    ok if I am understanding this correctly

    the < Div > tags are just used to show the webmaster what section he is working on?

    do they serve another purpose? or am I misunderstanding this?

    div defines a division. you put shit inside of it, by assigning a class or id, you can change it's properties (height, width, color, positioning, etc)

    google = your friend

    A div is a box.

    You can change that box however you want, add background color, picture, border, text color, height, width, position, etc.
