I want to develop a web application, but I'm not really sure where to start. I have limited experience with Java (VERY limited). I'm looking for the simplest method possible while still offering some fairly robust features. Preferably a more graphic based method and the least actual coding possible (I know this results in sloppier code, but I just want to get something down first and then I'll work on it further).

You can't develop a webapp of any sort without coding. You just can't.
