On that page look for "Restore All Display Tabs" which is a reg file. Right-click and Save As
then run the reg file by double-clicking on it.
You might have to restart for the changes to take effect

    What exactly is grayed out?

Do you see the different backgrounds listed, but just can't click on them?

Or you maybe can't even click on the Desktop tab?

If you can click on the Desktop tab, try selecting the browse button, and just try any random pic from your computer for the desktop to see if it works.

    - The browse botton is grayed out as well as the scroll screen for selecting different wallpapers is also grayed out, as well as the position eg: tile.

    - The things that arnt grayed out are the 'customize desktop', 'color', 'ok' and 'cancel' as well as the tabs at the top.

Sounds like it may be a permissions issue. Log in as the computer administrator and you should be able to change it.

It has to be a group policy.
