    WASHINGTON (WUSA) -- District residents can start registering their guns today. But at least one very high profile application was already rejected.

    Dick Heller is the man who brought the lawsuit against the District's 32-year-old ban on handguns. He was among the first in line Thursday morning to apply for a handgun permit.

    But when he tried to register his semi-automatic weapon, he says he was rejected. He says his gun has seven bullet clip. Heller says the City Council legislation allows weapons with fewer than eleven bullets in the clip. A spokesman for the DC Police says the gun was a bottom-loading weapon, and according to their interpretation, all bottom-loading guns are outlawed because they are grouped with machine guns.

    Besides obtaining paperwork to buy new handguns, residents also can register firearms they've had illegally under a 180-day amnesty period.

    Though residents will be allowed to begin applying for handgun permits, city officials have said the entire process could take weeks or months.

    From what I can make out from the horribly written article anything that loads from the bottom is a machine gun :ugh:

    wow, i hope the BATFE doesnt read this for the sake of millions of americans who own magazine fed guns :ugh2:

    I thought it was something insane, like...DC considers any weapon capable of taking a magazine that can hold 12 or more rounds to be a machine gun. They have their own definition of machine gun, much MUCH stricter than the federal definition. That, and they've said previously that all semi-auto handguns would still be illegal. Which pretty much goes completely against the "common use" statement in the SC ruling.

    Either way, the taxpayers are the ones footing the bill for all the bullshit fenty & lanier are putting out, when they could just accept the loss and move on.

    i think what theyre saying is you can get magazines for those guns that take more than 12 rounds so then they deny it.....what semiauto can you buy that doesnt have a more than a 12 roudn mag available?

    edit: and, at least according to that article, the issue isnt about magazine size, its because its a bottom loading gun

    Actually with the wording that's bolded, they can deny any semi auto because they can argue that EVERY gun with a magazine is "designed" to shoot more than 12 rounds. All it takes is a 13 round magazine. Doesn't matter if they don't exist on the market.
    They would deny a P3AT with this clause. There are no 13 round mags for that gun BUT if someone wanted to make one, the P3AT would gladly shoot all 13 rounds, therefore it too falls under their retarded definition of a machinegun.
