I know abs & obliques are up there....I was bulking, so now I'm cutting back down. but what else?

imo you over bulked and got to an uncomfortable level of body fat
Delts (or lack thereof) jump out at me. Some hard work on that would change your whole silhouette.

It's just so easy to think you can eat any horrible delicious thing and it's "on purpose"
whatever your diet is. Find a new one. Work on EVERYTHING.

But bulking and actually putting on muscle, is not worse than the guys who never eat enough, stay at 140lbs their whole life (ib timberpostsapicat140lbs) and never puts on any muscle.
