As I was looking at the back of my digital cable box, I notice that it only has the basic RCA inputs (white, yellow, red). My question is, can component cables be inserted into the RCA inputs to provide a clearer picture quality?

You could use component cables I guess in place of composite but um why would you... you will still have to hook up the yellow, white, and red connections on both ends. If the box has S-Video hook it up that way, if not you could invest in some good composite cables but the small quality increase if any that is noticable might not justify the cost of the better cables.

It doesn't have S-Video inputs in the digital cable box. So you think it would make a difference or not?
