When I try to start my comp it tweaks out at the Xp loading screen. I can run it in safe mode but thats about it.

    Try System Restore.

if you can get to Safe Mode, the problem is most likely software
    reinstall drivers

Yeah, sounds like a video driver problem. Uninstall video drivers in safe mode, reboot to normal mode, download and reinstall newest video drivers.

sometimes uninstalling the old driver just won't cut it, specially if it replaced files.

    try this:
    http://support.microsoft.com/kb/200435

    you can also try drivercleaner

Drivercleaner Pro is definitely a good next step, but if it doesn't work after using drivercleaner and then reinstalling the newest drivers again, then you'll need to track down old drivers that do work. It's not the most fun process in the world, but it's better than running at 640x480.
