I purchased an AP that supports 802.3af, and am attempting to use a cisco 3500 series powered switch to power the AP. The cisco doesn't seem to want to power up the AP, but i can power up a 7960 so i know it has power. Does cisco not meet 802.3af standards?

the 7960 is Cisco's own "pre-af" power standard

basically Cisco used PINS 4 and 5 for power; IEEE used 6 and 7

its funny because their new 7962 phones only support .AF and not the pre standard

    7960's support both

pins 4&5 are used to carry voice so putting power there wouldn't be too bright.
