this is the Navy recipie, I am quite sure its the same one.

600 lbs of generic noodles, box says :noodles, elbow 1.2 lbs
    120 large cans of "sauce,tomatoe"
200 lbs of grade D meat which must be fried in a large kettle so that it becomes a pale white when cooked and is completely tasteless
20 large cans of "beans, kidney shaped"
After over cooking the noodles ,drain, and set them to the side so they can stick together.Add the strangely cooked beef and "sauce, tomatoe" stir with a large canoe paddle that two of your fellow shipmates we just playing Star Wars with 20 mins ago. Add 20 large cans of "beans, kidney shaped", stir again.
Add 15 Lbs of salt and 20 pounds of pepper to add flavor, stir . Put into individual Stainless steel pans that just had your shipmates ass in them as they were having races across the galley floor .
Top may be garnished with a light coating of cheese, and baked, let sit till it has cooled down, then serve warm.

Hint for atmosphere, must be served by the guy/girl with the most acne and worst case of dandruff. As well you have seen him/her out on liberty.. and it aint good!!

While I dont have the mil spec recipe for Chili mac, I can give you the one I use and everyone seems to love:
3\4 box mac noodles boiled strained
    1lb ground beef
    2 16oz cans tomato sauce
    chili powder

brown the beef, add tomato sauce, and around 2 tblspn of chili powder. more or less to taste, simmer, and mix together
If you want to get all fancy use only Kraft Cracker Barrel extra sharp chedder cheese, grated, adn put on top.
