Shoulder problems prevent me from bench pressing with a bar, but I've managed to find a few machines (sitting bench press, incline press, etc.) where I can lift without much pain.

Can I build my chest this way, or am I just wasting my time?

Before anyone asks, shoulder problem is rotator cuff - moderate/severe on one side, moderate on the other. Keep putting off surgery.

I've tried, but left side still hurts like a bitch. Need to make sure my form is good... could be part of the problem here.

Try getting A.R.T. once a week and avoid benching, overhead pressing, lateral raises, pullups/pulldowns for 6 weeks or so then see how you feel. If you really have to do something for your chest, try pushups with your hands elevated on a step or something.
