Im building a budget system for a friend, and the barebone that he wants has 2 IDE and 2 SATA150 connections. He already has a 400GB IDE he wants to use as a slave, so will a little 40 GB SATA150 drive be okay to run windows?

give the cost per GB, you'd be stupid not to just get a 250GB drive. Price difference to get more than 6x the space is nil.

Yes you should be OK. I am running windows off of a 320GB SATA and I have a 200GB IDE and 80GB IDE for storage and they work fine together.

Jolly does that a lot. Basically, if there were a problem with the main part of your plan (using SATA and IDE drives together), he would have said something instead of moving on to criticizing the details (the small size of the boot drive).

I did fucking answer the question. I told you you're a fucking moron (true) and told you how to fix the problem (use a decent-sized drive). If using a decent-sized drive is possible (good) then you can reasonably ascertain that you could use a fagtastically-small drive, as well (bad).
