Jackass at Car Toys only used one of the terminals and one of the wires connecting the terminal to the coil is burned.

I have succesfully resoldered one of those, just be carefull. What the real question is what made it "burn". I would double check all the wiring and redo the gains on the amp. If its actually burned chances are there was a bit to much power running to it, and the voice coil may be burned in other spots. I wouldnt be suprised if the sub isnt 100% even after fixing the tinsile lead.

Its burned because the jackass that installed it only used one of the terminals instead of both of them

how would that have burned it?
DVC sub - so he only wired one side?
instead of connecting the sub using both sides with either parallel or serial wiring?

    That wouldn't burn the wire.
You can hook up just one of the terminals on a dvc sub. It just won't have an output as loud as when both terminals are hooked up.

The only way to ruin it would be to put too much power through just that one terminal.
It is an myth that running just one vc on a dvc will cause it to fail.

I was pushing it with a JL 500/1. The sub rms is 500w and peak power is 2000w

    or

Good luck soldering the tinsel lead, it will become ridgid and more fragile... if you can even get it to take. Oh, and tinsels are made to be flexible for a reason ;)...

I've rebuilt dozens of subs, if the solder doesn't take... try to crimp it with a butt-splice. Ghetto, but it'll "work" again.

I personally would look into a new subwoofer.
