if its a deep fresh one, no, but if its faded, depends on how you get it
I've seen some cool tattoos that use the scar. They incorporate them into the design somehow. Obviously this depends on the shape of your scar.
i always thought it would be bad to tattoo over any type of scar/stretch mark, regardless of how big/small/faded/ it is...
i have a pretty large scar on my hip from surgery when I was younger, and spoke with my artist about it. He said that tattooing over scars can yield undesirable effects, like bleeding of ink. if you were to tattoo around a stretch mark in such a way that it looked normal, then that would be cool, but I know that in my particular case, it's unlikely that it would turn out how I want it to.
i have a tattoo on a stretch mark. you can still see the stretch mark. it camo's it though

You can go right over'em, But it still appears shiny and often less vibrant in color.
