my brother bought me a motorola pre-paid tracfone for my trip to ireland, but I'm not even sure if it can be used outside the US. would i just need a new SIM card, or a new phone entirely?

I believe not. It'll be possible if you get an unlocked phone to use with either Tmobile or ATT here, then just pop in a SIM card from ireland.
