I need something that will watch services running on a number of servers. It should be able to send email warnings and it would be great if it could automatically restart services that have failed.

crontab Oracle doesn't have customers, they have hostages.

What platform? The terminology "services" is used by windows and linux. And more importantly, what is your budget? BMC Patrol, HP Openview, IBM Tivoli, just to name a few. Most monitoring tools have the capability to send email, SNMP traps, pro-actively run scripts or restart services, etc.
