So my brother is building a new computer with the following parts:
    MSI 965 Neo-F motherboard
    Intel Core 2 Duo EG420
    Patriot PC2 6400 - 800 mHz - 2x 1 GB sticks
Sapphire ATI Radeon 1959 XT 256mB
    Seagate Barracuda 320 GB HDD
    Dynex 400W Power Supply

Upon putting it together the screen won't load up and you can't hear the HDD boot up.

    Any ideas?

do you have the power hooked up to the video card? does it beep if you turn it on with no ram in it?
Do you know for sure the power supply works? IIRC, Dynex is the Futureshop brand, and I'm pretty sure they use the cheapest of the cheap for stuff like that.
