I know there are lots of ways to do this, but mostly I am looking for something around 4 GB, that can stream media to 360/ps3, store windows backups, and work as an FTP server to access files remotely. I would like it to be relatively quiet, and not suck up a ton of power when not in use.

Any suggestions? Is it worth it to just buy a HP media smart and be done with it? :ugh:

I assume you are meaning 4TB and not 4GB. If that's the case, then I suggest just getting any small computer that you can find that has room for two hard drives. Go get 2 2TB drives and most likely the computer already has built in raid. use Raid 0 and be done with it.
