    Yes.

a lot of fast RAM (4GB?)
2gb is plenty, even for Vista.

A lot is changing right now, I don't have an immediate recommendation.
ATI's nVidia killer was just released last week, so prices will be
adjusting over the next few weeks or so.
Do you have price range in mind?

    dvd burner & cd burner
    NEC - $29 with s&h

    HDD 320GB (seagate 16mb cache?)

You want to stay away from the perpendicular version of that drive.
People are saying it's crazy loud.

good power supply (runs 24/24 and probably 2 older HDD plugged on)
PC Power and Cooling 610 watt - $178.47 with s&h

sound card I don't care (on board ok)
I've had good luck with onboard sound.

network card I don't care (on board ok)
    You mean the lan connection?
All mobo's have that built in these days.

ATI never released any videocards last week nevertheless an 'nvidia killer.' ATI's R600 won't be hitting the shelves anytime before late March.

He also said he doesn't plan on doing any gaming. Therefore he won't need anything better than something like an ATI X1300 or an nvidia 7300.

The original release date was supposed to be last week for R600 cards.

And it doesn't matter which level he wants to run with, when the ATI
card is released, the price of everything from midrange cards to high end cards will drop.

release date of R600s is late March, and that has been set for almost a month. It was announced in December that they were having problems with the silicion, and was going to be delayed again.

I am highly doubting that all midrange to high end cards will drop. Has that ever happened before when a new card is released? Nope, don't believe so. Maybe a few bucks, but nothing significant.

So when the faster $600 dollar card comes out, you would spend $600
    on the slower card why?

And when the line of cards from the faster $600 card comes out
and the $350 dollar version spanks the older lines $350 version,
you would buy the older slower one why?

    And when the....

blinger... shoot me a PM and I'll send you a link to the "budget gamer" I spec'd out. $1200-1400, depending on the video card, without a monitor.

OP... just go with what Emmet said. Couple things different from my build (in progress), but it would be a very nice machine.
