i have a DSL connection, rated up to 1.5mb down, 128k up.

DSLreports tests all show good speeds, etc, etc, but in actual use, when i try to upload something, i usually max out about 12k if i'm lucky, and downloads speeds rarely ever break 160k (while others here and even in my neighborhood will get 300k plus on the same download.)

Where should i start looking?

Is this consistant through out the web ? Try confirmed sites that are close to you, local EDU maybe and make sure it has as minimal hops as possible. Other than that, have your line quality tested since DSL is so particular about that.

That seems about right... 160k/sec is about 1.2 mb down and 12k/sec is about 96k up..

Doesn't seem like a problem to me..
